There are a couple of things that can cause your banner to not be getting displayed:

Your trial has expired, or your subscription is in arrears.
Try logging into your Cookiebot account. If you are immediately met by a screen asking for payment details, you'll need to update your payment information to reactivate your Cookiebot service. -
You are in a region where consent isn't required.
You can configure your banner to be displayed only in specific regions. Remember that EU countries don't include countries like Great Britain, Norway, Switzerland, etc.
Log into your Cookiebot account, check the "Distribution" setting, and ensure that your region is included. -
Your Cookiebot script is misconfigured. If your CBID is incorrect or the Cookiebot script is not served from consent.cookiebot.com or consent.cookiebot.eu, Cookiebot will fail to load.
Check if the CBID matches the domain group serial of the domain group under which your domain is listed.
Ensure that you or a plugin you use doesn't try to host the Cookiebot script locally. This will make internal references fail. -
Your domain hasn't been added to your Cookiebot account.
Check that your domain is added to your Cookiebot account and that the CBID on the Cookiebot script matches the domain group serial of the domain group your domain is listed under. - You use a browser (plugin) that suppresses cookie banners. Cookiebot, as a client-side solution, can't override a browser's settings or that of a browser plugin. Please ensure that you don't have anything that actively blocks cookie banners.

You already submitted consent earlier.
Consent is valid until the CookieConsent cookie expires. Check to see if you already have a CookieConsent cookie, and try to see if deleting it makes the banner resurface. -
Your website is cached.
Sometimes, websites get cached, which means that they are kept in memory so they can be loaded quickly. That does have the unfortunate side effect that you sometimes don't see your changes right away.
Consider disabling caching of your website or simply wait a few hours before trying again.
