How we determine the location of a server?

The location of a server (or cookie endpoint) is determined by looking up the location of the servers IP address(es).

CDN, DDoS protection and other proxy services such as Cloudflare and Akamai often use US IP addresses, so even if the server is physically located elsewhere, the location will be detected as US and any cookies originating from that server will be marked as "not adequate" in the scanner report.
