If you’ve been using Microsoft Clarity for a while, you may have noticed that some of the cookies associated with this service, which were previously detected during regular scanning, have gone missing from the scan results.
This article explains the cause of this issue and provides guidance on how to resolve it.
Root cause
In early 2025, Microsoft Clarity introduced new behavior for cookie usage based on end-user location. This change initially only impacted users from France, Germany, and the Netherlands, with plans to extend it across the entire EU and Switzerland.
As a result, Clarity may not set its usual cookies—such as CLID
and MUID
unless the correct user consent is provided. This behavior is aligned with stricter regional privacy requirements and affects both website users and compliance scanning tools.
Why Microsoft Clarity cookies aren't being detected
The Usercentrics scanner, like end-user browsers, must also trigger the proper consent signals before cookies are set and can be observed. Due to Clarity’s new consent requirements, the scanner currently can't trigger Clarity-specific consent, meaning it may not detect those cookies—even if they are in use on your site.
Additionally, the change impacts how website owners need to use Clarity’s Consent API, which must now properly handle region-specific consent signals for cookies to load.
Solution
Because Cookiebot (and similar solutions) can't guarantee that Clarity cookies aren't utilized on your website, you should:
- Manually declare the affected cookies in your domain’s cookie declaration to ensure informed consent can be given.
- Test manually in the browser to determine whether Clarity sets cookies or makes third-party requests prior to user consent. In the affirmative case, consider implementing manual cookie blocking to ensure compliancy.
- Refer to the full list of Microsoft Clarity cookies and their descriptions.
Optional: Disable Cookies in Clarity
As an alternative option, you can also disable the use of cookies entirely from within your Microsoft Clarity dashboard, which is a viable option for businesses aiming to simplify compliance across regions with strict privacy laws.
