Discrepancy between user consents and Google Analytics traffic

I tried to find out if this has already been answered in another post, and I could at least find the answer to one half of my question. But the other half still puzzles me, so I decided to post here.
We implemented Cookiebot on the website energieheld.ch, and it works as intended, blocking Analytics until the user gives consent to statistics cookies. However, in some months, we see significant differences between the number of users that gave their consent to being tracked and the tracked users in Google Analytics.
a) What I can explain is when we see more user giving consent than being tracked. I assume they give their consent for marketing cookies but not for statistics, so they count as consent but don't show up in Analytics.
b) What confuses me is that in some months, we see significantly more users being tracked in Analytics than giving consent to being tracked. Is there a logical way to explain this, which I am not seeing?
