Cookiebot working without plugin or GTM?

I’ve thought that cookiebot won’t work without a google tag manager or a plugin, but I’ve seen a website where Google Analytics works properly without both. How is this possible? Why would I even need gtm or plugin?

  Hello,

  Our product can be implemented directly on your website. You just need to log in to your Cookiebot Manager to retrieve the correct script. The script should then be placed as the first script in the header.
