    This behavior is not usual for Cookiebot and definitely needs to be investigated.
    Unfortunately, without inspecting the domain in question I could not give you a proper solution of the above described issue. The  only solution that comes to mind is that maybe your browser is not outside the EU (e.g. you are using browser which could show that you are not outside EU despite the fact that you are outside EU).

    Could you check your browser/extensions settings and if this is not the case, please send your domain in a ticket through our helpdesk. State your domain name and a reference to the ticket number that you receive, so that we can check your setup.

    Hi Spas:

    Thanks for your kind response. Testing has been done in physical locations in North America across multiple ISPs and on various mobile and desktop devices. Browsers tested include Chrome, Firefox, and Safari, and the problem persists across all instances for multiple users.

    I can't seem to locate a link to submit a ticket anywhere on the support pages. Could you kindly provide a link?
