All CA residents - no consent by default

An update roll-out that occurred sometime around 12PM EST yesterday (May 4, 2020) has made it such that all California visitors are getting a non-consent by default (opt-in, explicit consent).  We have "Active Consent" chosen for our CCPA domain group settings and have implemented the script as described here:

  Just a correction on the timing, our analysts are saying it started at around 1PM EST on May 3rd.

  Hi Shane. No update has been pushed at that time. Can you confirm that

  1) 'Type' is set to 'Do Not Sell (Opt-in)' under the Dialog tab in Cookiebot and

  2)  'Display banner' is un-checked under the Dialog tab in Cookiebot?
